Admin

An admin has full access to all modules.

Initially an organization will be created with the requested modules.

The admin can create a user with the required modules mapped against the organization.

Furthermore,the admin can give specfic policies to the user beyond the policy mapped to the User policy group

Users can only access policy-defined menus.
